Efficiency & Quality standards
Many initiatives of Diamond Open Access model are functioning independent from each other, many journals and platforms have different quality assurance practices. Action plan provides, amng others, development of common ecosystem for the Diamond OA, respecting language, culture and discipline diversity. It is advised to implement unify standards and apply best practices of open publishing based on solutions used and promoted by organizations like Open Access Scholarly Publishers Association (OASPA), Directory of Open Access Journals (DOAJ), Confederation of Open Access Repositories (COAR), Committee on Publications Ethics (COPE), SPARC Europe and European Association of Science Editors (EASE).
Capacity building & Sustainability
Diamond Open Access model publishers differ in terms od publishing processes, many of them are fund of the institutions and subsidies. Plan assumes the involvement of all stakeholders in the publishing process, creation of competence centre, development of communication strategy with researchers and promote a more balanced distribution of financial support between different forms of Open Access scholarly publishing, as well as better and more transparent monitoring and allocation of available finances.
About Action Plan for Diamond Open Access
Action Plan for Diamond Open Access was prepared by NR, cOAlition S, OPERAS, and Science Europe. It is based on 10 consortium research results (more information can be read here). Parts of the action plan will initially be taken forward under the umbrella of the Horizon Europe project 'Developing Institutional Open Access Publishing Models to Advance Scholarly Communication' (DIAMAS; 2022-2025).

Diamond Open Access - a scholarly publication model in which journals and platforms are free for authors and readers. The estimated 17.000–29.000 Diamond OA journals worldwide (in 2021) are an essential component of scholarly communication; they publish 9% of the total article publication volume and 45% of Open Access publishing.
