Open publishing programs have started under national licenses. In most cases, they enable authors affiliated with Polish academic institutions to publish their own scientific texts without additional fees in open access from foreign publishers.

Open publishing programmes in the Virtual Library of Science

Open publishing programmes have been launched within the national licences to enable authors affiliated with Polish academic institutions publishing their own scholarly texts in most cases without additional fees in open access with foreign publishers. Users do not pay for accessing Open Access articles, since the costs of their publication are borne by the research funding institutions. Authors retain the copyright and are allowed to disseminate their text through e.g. a university repository using the CC-BY license.

Within the national licences, relevant contracts have been signed with the following publishers:
